When adding masterserver to your server.cfg, and running HLDS, you might be seeing the message "Your server is out of date. Please update it." Well this can be removed if you update the server or download the latest one using hldsupdatetool.
Here is a solution
Download HLDSupdatetool, install it.
Open cmd from start->run. Go to that directory where you installed hldsupdatetool and type in
HldsUpdateTool.exe -command update -game cstrike -dir "C:\HLDS"
This will begin the HLDS download process in C:\HLDS directory, you can change it. After the download is complete, Run HLDS.exe to make a server.
Then you can patch it with non steam + steam, that is support for protocol 47 + 48 simultaneously. It will work fine. To download (free) the patch click here.

Make a lag free server

I have added on my website the topic - How to make a lag free Counter Strike 1.6 Server and many people have found it very beneficial especially the low bandwidth users.
First of all to make a good 10 - 12 slot server, 512 kbps is recommended upload speed.
Even if you have 256 kbps upload speed, you can manage to create 8 slot lag free server. (if you increase the slots to 10, the players will be seen framing to manage the lag, server will send less updates per second)

Essential, small but enough! CS 1.6 Map Pack!
Added a counter strike 1.6 essential map pack on http://fragspot.weebly.com because its needed by all the gamers!! that have to download maps and that aren't included in the official release of counter strike 1.6. Common Maps are, 35 hp, awp_india, de_minidust2, aa_dima, fy_poolday, fy_poolparty etc. This is a basic map pack of only about 2 MB. Make sure to extract this RAR archive in steamapps/counter-strike/cstrike/maps directory.
Map Pack size is kept small to be easy to download and also contains 10-11 essential maps. Enjoy!!
